Legal analysis: Under normal circumstances, book publishing, news media, teaching and scientific research, cultural and cultural institutions and other units can use (without approval) Industrial Financial Institutions for teaching, academic research, RMB knowledge popularization and public welfare publicity purposes, and RMB printing enterprises can use (without approval) for RMB publicity purposes, and other institutions need approval. In other words, not all the above-mentioned units need to apply for RMB withdrawal, and the People's Bank of China will conduct unified supervision and management on the examination and approval of its branches, and random users will be held accountable.

Legal basis: Measures for the Administration of the Use of RMB Drawings

Article 6 The use of RMB patterns shall be subject to territorial management and batch use. China People's Bank Shanghai Headquarters, branches, business management departments, provincial (capital) city center branches, and Shenzhen city center branches are the approving agencies that use RMB patterns. The local branch of China People's Bank is the accepting institution of RMB withdrawal.

The People's Bank of China shall exercise unified supervision and management over the examination and approval of branches.

Article 7 An applicant applying for RMB withdrawal shall provide the following materials to the local branch of the People's Bank of China:

(1) An application form for the use of RMB patterns (see annex).

(2) the applicant's identity certificate, business license or legal person registration certificate.

(three) the product design draft to use the RMB pattern.

(4) Product advertising copy with RMB pattern.

(5) Other relevant materials required by the People's Bank of China.

Article 8 The examination and approval authority shall complete the acceptance and examination of the application for the use of RMB patterns within the time specified in the Administrative Licensing Law of People's Republic of China (PRC), and make a decision on whether to approve the use of RMB patterns.
