Specifically:

In terms of tax relief, individual industrial and commercial households with disabilities in urban and rural areas are satisfied with tax and industrial and commercial preferential policies. Pliqiao District of lengshuitan Industrial and Commercial Branch will reduce or exempt 2/kloc-0 disabled persons per household according to the degree of disability, and Huang Yang Company will completely waive the management fee for disabled motorcycle owners and charge the association fee by half. Most industrial and commercial offices have always adopted the policy of supporting laid-off workers and reducing the industrial and commercial management fees of poor households, in which the disabled enjoy relief and care. Since the introduction of agricultural tax relief policy, disabled farmers in the whole region can enjoy preferential policies. In addition, children of families with disabled people in difficulty can also enjoy the policy of reducing tuition and miscellaneous fees, but the scope is not very wide.

Medical security: the disabled people interviewed generally have opinions on medical treatment. I dare not go to the hospital for minor illness, and dare not borrow money from relatives and friends for serious illness. The vast majority of disabled people have no medical insurance. In a disabled family in huaqiao town, four out of five people are mentally ill, heavily in debt and living in difficulties. Families like this all ask for medical assistance.

This year, as one of the pilot projects in the province, more than 20,000 disabled people in xxx District participated in the new rural cooperative medical system. According to the regulations, as long as the individual contributes 15 yuan, part of the medical expenses can be reimbursed according to the regulations. However, in towns and villages, some disabled people did not participate in the rural cooperative medical system, resulting in the new rural cooperative medical system has not been well implemented among the disabled.

Second, the existing problems and causes analysis

1. In recent years, the living conditions of the disabled have improved obviously, mainly compared with the past, but compared with the general trend of running a well-off society in China, the quality of life of the disabled has declined relatively. Due to their own disabilities and external obstacles, disabled people are inevitably at a disadvantage in the competition with healthy people. The vast majority of urban disabled people can only engage in low-paying jobs, and it is difficult for disabled people to find low-paying jobs. A doorman is afraid to ask for a raise because there are healthy laid-off workers staring at the vacancy at any time. Because the compensation policy is not inclined, the disabled people in rural areas who have been demolished and developed by land acquisition are facing the new problem of food shortage caused by rising food prices. In terms of housing, although the Urban Disabled Persons' Federation has invested a certain amount of money to build new houses and dangerous houses for the poor disabled in rural areas in recent years, it still cannot meet the needs of the poor disabled. According to statistics, there are more than 30 households in Yangcundian Township and more than 70 households in Puliqiao Town.

We also saw his mother eating and living in the same room because of mobility difficulties. There is also an old TV set and an old writing desk in the room, which were given to them by his relatives. Even so, the room looks relatively empty.

Bai Guangchun also has a grandmother who doesn't live with them, but no one takes care of her. So in general, there are many people in this disabled family who need to take care of them, and only Xiao Guangchun has the ability to take care of them completely. After all, he is just a child. Such a family composition is a great challenge for every family member. After Bai Guangchun's story spread on the Internet, it also attracted many people's attention. After being moved by this brave and strong child, many people come to pay more attention to this special disabled family and do their best to help them.

For China, which has so many disabled families, it is very important to protect the lives and rights of the disabled. This requires the efforts of the whole society, and we need to pay more attention to the disabled people around us, give them spiritual and material support, and let them feel the warmth of society and the beauty of life. It is also important to pay attention to their psychological problems and lack of spiritual life, which is the driving force for the health and harmony of the whole family.

(1) Basic information

This survey focuses on Bai Guangchun's family, and the respondents are family members, including mothers with polio and fathers with mental retardation. After arriving at his home, everyone gave them some daily necessities and food, including desks, clothes, school supplies, vegetables and so on. At noon, I cooked a delicious Dragon Boat Festival meal for my family, which made them feel the festive atmosphere and warmth. The following is our conclusion after completing this practical activity in the theme class meeting:

At present, the life of disabled families is not very good, especially in rural areas. From Bai Guangchun's family, we can find several obvious problems: First, the family living environment is poor. There are still some serious problems in the house, such as leaking rain, and it is dilapidated, which will inevitably pose some threats to the family living in it, and the wet ground in the house is not conducive to the recovery of White Mother's illness. Secondly, due to the physical inconvenience of white mother, the problem of family feeding needs to be solved urgently, and Guangchun is in a period of rapid physical growth, and malnutrition will hinder her physical growth. Third, White Mom and White Dad are both disabled and need certain treatment and care, but the economic conditions at home are simply impossible to achieve. Fourth, the special family background is not conducive to children's study at home, nor is it conducive to children's growth education. Finally, the whole family lacks normal spiritual and recreational activities, which is not conducive to the development of family members' mental health.

Bai Guangchun's family is just a microcosm of many disabled families in China. Other families will have more problems. The first thing that needs to be solved is the material security of life. It is not feasible to rely only on social support, but also need the support and guarantee of relevant policies of the national government. In terms of spiritual life, we can reflect the life of the disabled through radio, movies, television, newspapers, books and other forms to serve the disabled; Public places such as culture, sports and entertainment provide convenience and care for the disabled. Set up places for the disabled in a planned way; Compared with ordinary mass reading materials and modes of communication, special reading materials and special cultural performances and sports activities play an irreplaceable role in enriching the spiritual and cultural life of the disabled.

(2) Existing problems and reasons

Through some reports and field surveys, we found that disabled people have the following problems due to various reasons:

First, because it is difficult for disabled people to find jobs, their families have less economic income but more expenses, so they have obvious difficulties compared with the economic situation of normal healthy families. Families of disabled people in rural areas will feel insecure because it is difficult to engage in heavy physical labor.

Second, when members are sick, families with disabilities face greater difficulties than healthy families. Not only do disabled people have special difficulties in seeking medical treatment, but also disabled people who are spouses or parents lack the ability to help themselves when other family members are hospitalized due to illness. The lack of medical care and medicine in rural areas makes it more difficult for disabled families to seek medical care than in cities.

Third, people around you discriminate against families with disabilities. Discriminatory eyes, some practices, often like invisible swords, sting the hearts of disabled people again and again. This requires the government to strengthen the education of citizens and units, including the government departments themselves, and the administrative departments to eliminate some artificial obstacles.

Fourth, the psychological quality of disabled people is relatively fragile, and their academic qualifications are generally not high.

(3) Solutions

We summarized and analyzed the results of this social practice, and put forward corresponding solutions to the existing problems, as follows:

First, while the law forces units to employ disabled people with working ability (those who are not employed must pay a certain amount of assistance for the disabled), the government itself should also increase investment and establish state-owned or collective enterprises suitable for disabled people with working ability, so that the disabled can improve their lives through self-reliance on the basis of government subsidies. The government should not only fully subsidize these enterprises, but also give priority to buying their products and services to promote their development. In rural areas, the minimum living standard should be raised, and the aid policy should be implemented to solve family difficulties.

Second, with the growth of national financial resources, on the original basis, we will try our best to provide free medical care and rehabilitation support for the disabled. We can establish rehabilitation centers for the disabled, training and nursing centers for children with autism and mental retardation, and set up classes for children with autism and mental retardation in schools for the deaf, so that the rehabilitation of the disabled can be fully guaranteed. For disabled people who need special care, the government should give subsidies to caregivers and caregivers like wages. The hospital implements the policy of reducing or exempting the disabled from seeing a doctor, so that the disabled can have enough ability to see a doctor.

3. Fully implement the assistance measures for the disabled in the Implementation Opinions of the Municipal Party Committee on Further Improving the Urban and Rural Social Assistance System, and issue the Opinions on Further Strengthening the Assistance for the Poor Disabled in Tieling as soon as possible.
