Provisions on the administration of printed matter printing
Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Regulations on the Administration of Printing Industry in order to standardize the printing business behavior of printing operators, improve the management system of printed products and promote the healthy development of the printing industry. Article 2 When engaging in printing business activities, printing operators shall establish and improve management systems such as printing verification system, printing registration system, printing storage system, printing delivery system and defective product destruction system. Article 3 When printing operators carry out various management systems such as printing verification, printing registration, printing storage, printing delivery and the destruction of defective products in printing activities, they shall designate special personnel to be responsible, strictly control the customs and file for future reference. Article 4 The legal representative or principal responsible person of a printing operator shall be responsible for the organization and implementation of various management systems of the enterprise and the unit. Article 5 The administrative departments and public security departments of local people's governments at or above the county level shall guide the printing operators within their respective administrative areas to establish various management systems, and shall be responsible for supervising and inspecting the implementation of various management systems of printing operators. Article 6 A printing operator shall report to the local public security department and the publishing administrative department in a timely manner when he discovers illegal and criminal acts in printing business activities. Chapter II Printing Verification System Article 7 When a printing operator accepts the entrustment to print various printed materials, it shall verify the certification documents of the printing unit and printing agent in accordance with the Regulations on the Administration of Printing Industry and other laws and regulations, and keep corresponding copies for future reference.

The certification documents mentioned in the preceding paragraph include the printed power of attorney or the certificate of entrusted printing, quasi-certification, publishing license, trademark registration certificate, registered trademark pattern, registered trademark license contract, advertising business qualification certificate, business license and client qualification certificate, etc. Article 8 When a printing enterprise accepts the entrustment to print books, newspapers and periodicals, it must verify and keep the original Power of Attorney for Printing Books, Newspapers and Periodicals printed by the publishing administrative department of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and stamped with the official seal of the publishing unit.

The Power of Attorney for Printing Books and Periodicals must be stamped with the special seal for the record of the publishing administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government where the publishing unit is located and the publishing administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government where the printing enterprise is located. Article 9 When a printing enterprise accepts the entrustment to print a newspaper, it must submit a newspaper publishing license uniformly printed by the publishing administrative department of the State Council and issued by the publishing administrative department of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and keep a copy of the newspaper publishing license.

When a printing enterprise accepts the supplements and supplements of newspapers and periodicals entrusted for printing, it must also review and save the documents approved for publication by the publishing administrative department of the State Council. Article 10 When a publishing entity entrusts printing, typesetting, printing (including reprinting and overprinting) and binding publications that are not in the same printing enterprise, it must issue a Power of Attorney for Printing Books and Periodicals to each entrusted printing enterprise. Article 11 When a printing enterprise accepts the entrustment to print internal informative publications, it must check and keep the certificate of internal informative publications uniformly printed by the publishing administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and issued by the publishing administrative departments of local people's governments at or above the county level.

When a printing enterprise accepts the entrustment to print internal informational publications containing religious contents, it must release the approval documents of the administrative departments of religious affairs of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and the Certificate of Internal Informative Publications issued by the administrative departments of publication. Article 12 When a printing enterprise accepts the entrustment to print overseas publications, it must examine and keep the approval documents and copyright legal documents of the publishing administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. All printed overseas publications must be transported out of the country and may not be distributed or distributed in China. Article 13 When a printing enterprise accepts the entrustment to print a registered trademark logo, it must verify the trademark registration certificate or the copy of the trademark registration certificate signed by the county-level administrative department for industry and commerce where the trademark registrant is located, and check the registered trademark pattern provided by the client; Where a registered trademark is commissioned by a licensee to print the logo of the registered trademark, the license contract for the use of the registered trademark must also be verified.

Printing enterprises must verify the business license and personal identity card of the entrusted printing unit when accepting the entrusted printing of advertising materials and product packaging and decoration printed matter; If an advertising agent is entrusted to print advertising promotional materials, it is necessary to verify the advertising business qualification certificate. Article 14 When a printing enterprise accepts the entrustment to print overseas packaging and decoration printed matter and other printed matter, it must verify and save the entrustment printing certificate of the entrusting party, and file it with the publishing administrative department of the local people's government of the province, autonomous region or municipality directly under the Central Government in advance, and can only print it after the publishing administrative department of the local people's government of the province, autonomous region or municipality directly under the Central Government affixes a special seal for filing; Printing, packaging, decoration, printed matter and other printed matter must all be transported out of the country and may not be sold in China. Article 15 When a printing enterprise designated by the public security department accepts the notices, circulars, work permits for major events, passes and tickets circulated in the entrusted printing society, it must verify and keep the certificate issued by the competent department of the printing entrusting unit and the quasi-certificate issued by the public security department.

When a printing enterprise accepts valuable or priceless tickets for internal use by printing organs, organizations, military units, enterprises and institutions, and prints letters of introduction, work permits, membership cards, passes, degree certificates, academic certificates or diplomas, motor vehicle driving licenses, house ownership certificates and other special certificates. For printing in the name of the unit, the entrusted printing certificate and personal ID card of the printing unit must be verified, and a copy of the entrusted printing certificate and ID card shall be kept.
