In order to protect public safety and citizens' personal and property safety, improve air quality, prevent environmental pollution and effectively improve people's living environment in our county, relevant matters of Mengcheng County People's Government are hereby notified as follows according to the Law on the Prevention and Control of Air Pollution in People's Republic of China (PRC), the Law on the Prevention and Control of Environmental Noise Pollution in People's Republic of China (PRC), the Regulations on the Safety Management of Fireworks and Firecrackers and the Regulations on the Prevention and Control of Air Pollution in Anhui Province.

1.From June 65438+ 10 in 2023 to March 3 1 day in 2023, fireworks and firecrackers were completely prohibited in the administrative area of the county.

2. Areas where fireworks and firecrackers are prohibited throughout the year: the following locations within the main urban area of our county (south of Shansang Road, east of West Outer Ring Road, north of Expressway and west of East Outer Ring Road) and the locations of towns (streets):

1. State organs, enterprises and institutions;

2. Cultural relics protection units;

3. Transportation hubs such as stations and docks;

4 inflammable and explosive goods production, storage, business units and its surrounding one hundred meters;

5. Safety protection zones for power transmission and transformation facilities;

6. Medical institutions, pension institutions and educational institutions;

7 libraries, archives, museums and other public cultural facilities;

8 religious sacrifices, funeral homes, cemeteries and other public places of worship;

9 tourist attractions, forest farms, parks, green spaces, nurseries and other key fire prevention areas;

10. Shopping malls, bazaars, public places and other crowded places;

1 1. Other places where fireworks and firecrackers are prohibited by the county people's government.

Three, any unit or individual in violation of the provisions of this notice to set off fireworks, the public security, urban management and other relevant functional departments shall be ordered to stop the discharge, and shall be punished according to law.

Four, any unit or individual who illegally produces, manages, stores and transports fireworks and firecrackers shall be punished in accordance with relevant laws and regulations; If it constitutes a violation of public security administration, it shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Five, refuse or obstruct the public security, urban management and other departments of law enforcement personnel to perform official duties according to law, refused to stop the discharge of fireworks, by the public security organs in accordance with the provisions of the "People's Republic of China (PRC) * * * and the national public security management punishment law" shall be punished; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated in accordance with the relevant provisions of the Criminal Law of People's Republic of China (PRC).

Six, administrative organs at all levels, enterprises and institutions, communities and schools should take the lead in strictly abiding by the provisions of this notice.

Seven, this notice shall be implemented as of June 2023 1 day.
