Since the launch of Sunshine Sports in April, 2007, various schools all over the country have responded to the call of Sunshine Sports, organized a variety of activities, and created a strong physical fitness atmosphere. However, with the passage of time, some schools in some places tend to be diluted because they are too administrative, modular and retreat. Taking the long-term mechanism of campus sports culture leading the development of "sunshine sports" as the breakthrough point, this paper tries to give full play to the educational function of campus sports culture, and study the leading role of creating characteristic campus sports spiritual culture, perfecting campus sports material culture, perfecting scientific and effective campus sports system culture and cultivating campus sports behavior suitable for modern society in the development of "sunshine sports".

1. Introduction

The second three years of developing sunshine sports will soon pass, although society, education administration and schools have a deeper understanding of sunshine sports. With the great attention and careful organization of relevant departments at all levels, Sunshine Sports is progressing smoothly, which has played a positive role in enhancing students' physical health [1]. School physical education has made some achievements, and students' physical health has been improved accordingly. However, there are still some problems in the development of sunshine sports in primary and secondary schools in China, which are mainly manifested in the lack of administrative understanding of education and sports in individual schools and some grass-roots units, insufficient funding, weak institutional guarantee, imperfect supervision and incentive mechanism, insufficient participation in sunshine sports activities, insufficient sustainability of sunshine sports in some areas, and no obvious improvement in students' physique. However, how to improve students' physical health? Students should master the physical skills of daily exercise, form good physical exercise habits, give new ideas to school physical education, and make "Sunshine Sports" continue to develop and make strategic breakthroughs and substantial progress in the future. We need to keep pace with the times, blaze new trails, fully understand the spirit and sports cultural connotation of the Notice of the Ministry of Education, the State Sports General Administration and the Central Committee of the Communist Youth League on Launching Sunshine Sports for Hundreds of Million Students in China, build an advanced campus sports culture to educate students, promote their all-round physical and mental development, and form a sports atmosphere of "everyone has projects, classes have teams and schools have characteristics" to effectively improve their physical health.

2. Sunshine sports and campus sports culture are similar in essence and content.

2. 1 The essence and function of campus sports culture

Campus sports culture is an important part of campus culture and a compound group culture. It occupies an important position in the whole education system of the school and is an important support point for the inheritance of school culture. Campus sports culture should be based on the principles of sports culture and conform to the basic laws and requirements of physical education. Its main characteristics are campus spirit and cultural characteristics, it can design and optimize different sports forms, and campus sports culture should be creative [3]. As a compound group culture, campus sports culture is accumulated by long-term education. In practice, it is necessary for teachers and students to cultivate carefully and participate extensively to gradually form a unique sports culture and spiritual wealth, which is a development process from scratch and from weak to strong. Under different social development conditions and specific environment, the development mode, methods and effects of campus sports culture are also very different. But in any case, campus sports culture is a process of consciously or unconsciously accumulation, refinement and integration, which is conducive to the growth of all members of the school. Through the infiltration of sports culture, mass sports activities, physical education and other activities, the ultimate goal is the same, all of which are to promote the physical quality of all members of the school, form new sports values, follow reasonable sports behavior norms, and enhance sports awareness. The development of campus sports culture is conducive to promoting the formation of the spirit of hard work and courage to struggle, forming the pillar of humanistic spirit, effectively stimulating internal motivation, thus promoting the physical fitness of teachers and students and striving to achieve the ideal goal of serving the motherland. To promote the construction of campus sports culture, it is necessary to create an atmosphere of school sports culture, enhance the humanistic atmosphere of sports, enrich the connotation of campus culture and maintain the lasting strength and vitality of campus culture construction. In this sense, developing sunshine sports can stimulate, create and cultivate a strong sports atmosphere, and create a harmonious, popular and rich atmosphere, which is of great significance to promoting the overall construction of campus culture. It is necessary to take the "sunshine sports" as an opportunity to do a good job in the construction of school sports culture, implement the guiding ideology of "health first", and publicize the slogan of "exercise for one hour every day, work healthily for 50 years, and live happily all your life" [4], so as to make it a household name and deeply rooted in the hearts of the people. The development of "Sunshine Sports" can promote the construction of campus sports culture, improve the cultural atmosphere of campus sports, publicize the characteristics of campus sports and enrich the educational environment. At the same time, it is also an inevitable requirement to deepen and develop the connotation of campus sports culture, which can meet the requirements of teachers and students, publicize the characteristics of campus culture, meet the requirements of humanity and satisfy the desire of humanistic spirit.

2.2 The cultural connotation of sunshine sports.

On April 29th, 2007, "Sunshine Sports for Hundreds of Million Young Students in China" was launched in an all-round way [5], which means that the sports fitness cultural movement with the theme of sunshine began. The launch of the "Sunshine Project" for hundreds of millions of primary and secondary school students has made young students feel the "sunshine" that the state cares about their health. Let fitness culture be integrated into the entity of sunshine sports, let teenagers enjoy sunshine in nature and playground, enjoy the happiness brought by sports and meet the needs of physical and mental health, which coincides with the connotation of leisure sports. Sunshine sports requires the majority of young people to devote themselves enthusiastically to sports activities they are interested in, feel the happiness of healthy life endowed by sunshine sports, and completely relax their body and mind, which is a state of experience and play, thus cultivating their scientific sports life behavior and further promoting the all-round development of the majority of young people. By comprehensively, effectively and strongly stimulating the activity ability of young students, students can feel that sports are dominated by themselves, which is the true expression of their interests and needs, the publicity of their physical potential and the process of fully demonstrating themselves. Its outstanding feature is the return of humanistic spirit. The theme of sunshine sports, like leisure sports, is full of rich cultural atmosphere, both of which are to meet the cultural needs of young students' fitness and entertainment. Sunshine Sports advocates using part of students' spare time for sports activities based on sports that students are interested in, so as to meet the individualized and daily needs of students in the process of growing up. The education administrative department and the school have formulated a specific planning scheme for the development of "Sunshine Sports". The detailed plan realizes the ontological function of campus sports culture by implementing methods and ways, and gradually forms specific sports cultural characteristics in the practice process, achieving the purpose of fitness and education, encouraging students to make progress, uniting the class and entertaining students, guiding students' psychology and shaping students' personality. The perfection of campus sports culture can provide a good environment for students' sunshine sports, thus creating superior conditions for schools to carry out "sunshine sports".

3. Construct and constantly improve the long-term mechanism of campus sports culture leading the development of "Sunshine Sports"

Campus sports culture mainly includes material culture, spiritual culture, system and behavior culture, which is the sum of sports spiritual wealth and material wealth created by people in the process of school sports practice such as teaching and scientific research [6]. The long-term and effective development of "Sunshine Sports" needs a good cultural ecology as its internal motivation and support. Campus sports culture mainly takes campus as the main space, with in-class teaching and extracurricular sports cultural activities as the main content [7]. Students are the main body of campus sports culture. Through competition, fitness, leisure, entertainment, aesthetics and cultural inheritance, the multiple functions of culture can be realized. If it can penetrate into the leisure cultural life of teachers and students, it will become a vital content and lifestyle. The construction and improvement of campus sports culture can effectively carry out sunshine sports; Conversely, the rich development of campus sports culture can promote the overall promotion of campus culture, promote the long-term and in-depth development of sunshine sports, and realize a virtuous circle. Developing sunshine sports without campus sports culture will lead some grass-roots education administrative departments and schools to become a mere formality in order to show their achievements. Paying too much attention to superior inspection and content essence has turned Sunshine Sports into a form with only scale but no influence. Finally, sunshine sports gradually developed into an unrealistic administrative, model and retreat, and evolved into a serious formalism and bookishness.
