The first phase of this project is from 2003 to 2005. The Ministry of Culture and the Ministry of Finance donated 3.9 million books suitable for rural areas to 300 key county libraries and 3,000 township libraries. The Ministry of Finance arranges 20 million special funds for the project of sending books to the countryside every year, and 60 million for three years. In the second stage, from 2006 to 2008, an annual investment of 20 million yuan will continue to deliver books to the remaining 292 of the 592 poverty-stricken counties in China. From 2003 to 2006, a total of 80 million yuan was allocated, and 665,438+200,000 books were distributed to national key counties and towns for poverty alleviation and development, providing rich spiritual food for rural people.
The project adopts the implementation methods of book selection by experts, centralized procurement, unified binding and direct distribution. Book distribution will use a unified design cover, printed with the words "Ministry of Culture, Ministry of Finance to send books to the countryside project" and a proprietary logo. The principle of book selection and distribution is that the content is healthy and practical, readable and suitable for rural readers. The contents include political theory, ideological and moral construction, market economy, legal knowledge, popular science knowledge, agricultural science and technology, practical technology, medical care, encyclopedia of life, literature and art, historical knowledge, sports and entertainment, etc., such as: research on rural villagers' self-government system in China, one-stop series of people's law, and popular science literature in China. In order to make the best use of everything, the project of sending books to the countryside has made special provisions on the conditions for donating libraries (rooms). County libraries must meet three conditions:
1. is a national key poverty alleviation and development county;
2. The building area of the library is more than 500 square meters;
3. The weekly opening time is not less than 48 hours.
Township libraries (rooms) must meet five conditions:
1. Villages and towns under the jurisdiction of key poverty alleviation and development counties;
2. There are places for keeping books and borrowing books, not less than 50 square meters;
There are 3 full-time (part-time) staff who have received professional training in libraries at or above the county level;
4. There are rules and regulations such as book borrowing and storage;
5. The weekly opening time is not less than 20 hours.
Judging from the implementation effect of the project of sending books to the countryside, firstly, the conditions of libraries in poor areas have been effectively improved. Grass-roots libraries all over the country have received new books one after another, enriching the library's collection, attracting readers and rejuvenating the grass-roots libraries. The second is to stimulate the enthusiasm of local and social sectors to build grass-roots libraries. While accepting national books, 22 provinces (cities, districts) in the central and western regions allocated special funds for the construction of grass-roots libraries and mobilized all sectors of society to donate books, which promoted the construction of grass-roots libraries and achieved remarkable results. Third, it has promoted the prosperity of science and technology and set up an information bridge for farmers to get rid of poverty and become rich. Fourth, the quality of rural cadres has been improved and the cultural life of rural people has been enriched.
