Dalian, Liaoning is more direct. On May 20th, the Office of the Leading Group for Maintaining the Stable and Healthy Development of the Real Estate Market in Dalian, Liaoning Province issued the Notice on Promoting the Healthy Development and Benign Cycle of the Real Estate Industry in Dalian. According to the notice, high-level talents in Dalian and talents in short supply in urban development can purchase houses in restricted areas according to family needs, regardless of the number of houses.

In addition, Haikou, Hainan and Jiaxing, Zhejiang also optimized the talent purchase restriction policy.

On May 15, the Notice on Promoting the Stable and Healthy Development of the Real Estate Market jointly issued by the Housing and Urban-Rural Development Bureau of Haikou City, Hainan Province showed that imported talents who settled in Hainan Province enjoyed the same treatment as local residents from the day they settled down; Talents who have not settled in Hainan Province, and their family members do not own houses in Hainan Province, can provide proof that they have paid personal income tax or social insurance 12 months or more in Hainan Province, and can buy 1 apartment in Haikou City.

Jiaxing, Zhejiang Province issued a new policy in May 13 to meet the reasonable housing needs of non-Jiaxing registered talents. The New Deal proposes that for all kinds of talents with non-Jiaxing household registration who have paid social security in Jiaxing for 6 months or more, they should refer to the relevant housing purchase policy of Jiaxing household registration households.

In addition to optimizing the purchase restriction policy, many places also better meet the reasonable housing needs of talents by increasing the loan amount of talent provident fund. More than ten cities, including Taiyuan in Shanxi, Xiangtan in Hunan, Xuancheng in Anhui, Cangzhou in Hebei, Zaozhuang in Shandong, Chuxiong in Yunnan, Xinyang in Henan, Yangzhou in Jiangsu and Changzhou in Jiangsu, have recently raised the loan ceiling of talent accumulation fund.

Taking Zaozhuang, Shandong Province as an example, the city's policy is clear, and if it meets the conditions of Zaozhuang's high-level talent housing provident fund loan, the maximum loan amount will be doubled simultaneously. Yueyang, Hunan has a wider talent coverage. The New Deal shows that the newly introduced high-level talents (A, B, C, D, E), doctoral students, full-time master students and undergraduate graduates in Yueyang can apply for housing provident fund loans, and the upper limit of the loan amount is adjusted to 1.2 million yuan.

Real housing subsidies and coupons have also appeared frequently in the New Deal in various places, and some cities have offered tens of millions of housing subsidies to attract and retain talents.

Take Wuxi, Jiangsu as an example. On May 1 1, Liangxi District, Economic Development Zone and Huishan District of Wuxi City, Jiangsu Province respectively issued the new policy of talent purchase. Liang Nan, an analyst at Zhuge Housing Search Data Research Center, also pointed out that young people such as talents are also real housing-just-needed groups, and local governments have made appropriate policy inclinations for such groups, which is in line with the policy orientation of "supporting reasonable housing demand" and reflects a guarantee for talents to live in peace. In addition, measures such as subsidizing talents to buy houses and increasing the amount of provident fund are conducive to reducing the cost of buying houses, thus reducing the pressure on talents to buy houses and helping to solve the housing difficulties of youth groups.

Chen Wenjing, director of market research in the Index Division of the Central Reference Institute, pointed out that since 2022, many related policies have been introduced, such as housing subsidies for talents and increasing the loan amount, in order to release more reasonable housing demand. From the perspective of urban energy level, the policy of first-tier cities is expected to continue to focus on fine-tuning, with talent introduction or bail-out as a breakthrough to stabilize the market; In second-tier cities, there is still room for optimization and expectation in terms of restrictions on purchases, sales and loans, in addition to talents buying houses and increasing loan quotas. Third-and fourth-tier cities may combine population and talent policies more, and continue to follow up by issuing housing subsidies and increasing the amount of provident fund loans.

Chen Wenjing believes that population is the cornerstone of the sound development of the real estate market. At present, some cities have relaxed the policy of talent settlement and continuously increased the introduction of high-level talents. In the future, local housing policies will be combined with population policies, leasing policies and talent policies or become an important direction. Policies such as restricting purchases, loans and sales will be optimized for specific groups, and the policies will be more detailed to promote the release of rigid and improved housing demand.
