According to the current relevant national and local laws, regulations, technical specifications and standards, combined with the company's standard requirements, this safety and civilized management construction plan is formulated.

I. Safety production system

1, each unit must establish and improve the construction site management institutions, rules and regulations. Inspected by the superior department of the company.

Members: safety officer, foreman, mechanic, material engineer and team leader.

2, clearly divide the responsibility system of project department personnel, make them perform their respective responsibilities and obligations in the construction process. The project manager is the first person responsible for safety and is directly responsible for safety production. The project department must be equipped with a corresponding number of experienced safety officers according to the on-site construction environment. And there are regular assessments by higher authorities.

3, formulate strict safety technical operation procedures, by the project department security officer and experienced construction management personnel for each team member safety technical education and training on a regular basis.

4. The safety leading group of the head office and the branch always remotely controls a project department, regularly checks the subordinate project departments, and puts forward rectification requirements for the construction parts (schemes) that do not meet the requirements.

2. Safety management objective: zero work-related death accidents, no serious injury accidents, and the injury rate per thousand people ≤ 0.3 ‰; Put an end to major fires and mechanical casualties; Occupational morbidity is zero; Prevent environmental pollution (noise, dust, poison and three wastes), and the compliance rate is100%; Certificate holding rate of special operators100%; The three-level safety education and training for construction personnel of newly-started projects reached100%; Accident insurance for newly-started construction workers reached 100%.

Third, the construction organization design

1, familiar with the site environment of technical personnel to formulate the construction organization design, to ensure the safety in production on the construction site.

2. For some professional and difficult construction projects, special safety construction organization design should be prepared separately. And reported to the higher authorities for approval, without the approval of the project, no construction. Put an end to blind construction without any safety measures.

1) Prevent falling from a height and being struck by objects: strictly supervise that personnel entering the site must wear safety helmets, and those working at height must wear safety belts; Protective measures must be installed everywhere (stairs, reserved holes, elevator wellhead, manhole); Ensure the firmness and stability of scaffolding, platforms, ramps, springboard and other facilities for aerial work; It is forbidden for aerial workers to throw any materials from a height.

2) Prevention of collapse accidents: do a good job in slope or slope support and drainage around; Scaffolding should be calculated, scientific and reasonable, and the materials used must be firm; Large formwork must be equipped with skids and tie rods, and the insert frame must be fastened to maintain stability; Large hoisting components must be in place and welded firmly before hoisting and unhooking.

3) Prevention of mechanical injury accidents: the operation must be carried out in strict accordance with the operating rules and labor protection regulations, and protective equipment should be worn as required; All kinds of equipment should be equipped with safety devices such as safety limit device, lifting weight controller and interlock switch as required; Crane commanders and drivers shall strictly abide by the operating rules and regulations, and shall not operate illegally; All mechanical equipment and lifting tools should be inspected, maintained and repaired frequently to ensure their sensitivity and reliability.

3) Prevention of electric shock accidents: improve the electricity management system, and formulate the installation standard, operation management and regular inspection system of electrical facilities; When there are five or more temporary electricity-using equipment or the total capacity of the equipment is 50kw or more on the construction site, the temporary electricity-using construction organization design shall be prepared. And must be suitable for the construction of electricity specifications. According to the construction organization and construction plan, make a specific electricity plan and use appropriate transformers in distant places; Do a good job in electrical equipment and protective measures, and use safe voltage; All kinds of electrical equipment must conform to the principle of "one machine, one leakage, one brake, one box and one opening". Set up safety supervision inspectors specializing in electrical technology, regularly check the electrical equipment in the construction site and workshop, and eliminate hidden dangers in time; In a planned and organized way, all kinds of electricians, electrical equipment operators, welders and people who are in frequent contact with electricity will be trained to learn the knowledge of safe electricity use and the rules of electricity use management, and unlicensed personnel are strictly prohibited from engaging in electrical operations.

4) Prevention of poisoning, heatstroke accidents and occupational diseases: toxic substances used by employees should be kept strictly, used in limited quantities, and anti-virus measures should be taken. Strictly abide by the operating rules; Effective measures such as cooling and ventilation should be taken for those who work in the open air in high temperature and summer. The canteen handled by the project department must have a hygiene license and meet the inspection standards of the epidemic prevention station. The mixer should take measures such as sealing, dust removal and dust removal to reduce the concentration of cement powder and make it meet the national standards; Improve the accuracy of mechanical equipment and take noise reduction measures.

Four, division (disciplines) engineering safety technical disclosure

1, by the project department full-time security officer and engineering professionals with rich work experience, organize team members to carry out safety technical disclosure of each type of work. For some special types of work (electrician, welder, rigger, gas welder, scaffolder), in addition to having a work license, safety technical training is also required.

2. In the process of safety technical disclosure, it should be targeted and comprehensive, and all construction personnel should sign after disclosure, and save it in text form for on-site filing.

Verb (abbreviation for verb) security check

1. Insist on holding regular safety meetings. The company and the project department shall conduct an institutional safety inspection once a month. The security personnel of the project department inspect the construction site every day, record the construction technology and unsafe factors of each team, put forward rectification opinions and urge the project to carry out rectification.

2. If any major hidden danger is found, a rectification notice shall be issued immediately. The inspection focuses on aerial work, mechanical power and other aspects to prevent accidents such as falling from a height, electric shock and mechanical injury. If problems and hidden dangers are found in the inspection, they must be rectified immediately to ensure safe construction, and the written signature should be improved to ensure "prohibition" on safety issues.

Six, safety education

Establish a safety education system. Before starting work, every worker who enters the site shall be trained in "three-level safety education", so that the workers can fully understand the content of safety education and realize that this is a major event related to their own life safety. Collect the list of personnel who have received safety education and signed it, and file it on site.

Seven, inductrial injury accident treatment

1. The project department shall make statistics on the injured persons in the project department every day, establish the files of industrial accidents, and report the situation to the company's security department before 25th.

2. Investigate and analyze the causes of industrial accidents, and hold the main person in charge accountable. Implement the "four don't let go" (no three-level safety education, no preventive measures, unclear causes of accidents, and incomplete accountability). Prevent similar situations from happening in the future.

Eight, the requirements of civilized construction on the construction site

1. Carry out modern management science, organize construction scientifically, carry out civilized construction requirements, formulate civilized inspection system for safety production, fire control management system and civilized construction guarantee measures of the project department in combination with the actual situation of the project, and do a good job in construction site management;

2. Conscientiously publicize and implement the laws, regulations and mandatory provisions of the national civilized construction of production safety.

3. Civilized construction leading group shall be established on site, and the project manager shall be responsible for civilized construction on site. And formulate a set of relevant civilized system suitable for the characteristics of this project, so that the project manager must be clear about the principle of "construction must be safe".

4, according to the construction site layout, set up temporary facilities, bulk materials, finished products, semi-finished products and mechanical equipment, shall not occupy roads and safety measures and other facilities;

5, the construction site set up clear signs, so that eight cards and two pictures are complete. Indicate the name of the project, the construction unit, the construction unit, the name of the project manager and the general representative of the construction site, the date of commencement and completion, the approval number of the construction permit, etc. The construction unit is responsible for protecting the signs on the construction site. The main management personnel of the construction site shall wear identification cards at the construction site;

6. The installation and use of power lines and facilities on the construction site must conform to the installation specifications and safety operation procedures, and it is forbidden to connect wires randomly. The construction site must be equipped with night lighting to ensure the construction safety requirements. Lighting in dangerous and humid places and hand-held lighting lamps must use voltages that meet the safety requirements.

7. Do a good job in the security of the construction site, set up full-time case handlers to be on duty 24 hours a day, take necessary anti-theft measures, and set up enclosure facilities around the site. Non-construction personnel are not allowed to enter without authorization.

8, canteen health personnel to the local government agencies for health permits and related medical certificates. Incorporate dormitory (canteen) and civilized sanitation into the management system of the project department.

9. Control all kinds of dust, waste gas, waste water, solid waste, noise and vibration on the construction site, clean up construction waste, use closed containers and bags, and it is strictly forbidden to throw them in the air at will to cause dust. Construction waste should be removed in time. When cleaning, proper amount of water should be sprayed to reduce dust.

10, concrete pump, mortar machine on-site mixing operations must be cleaned before machinery or transport vehicles, and sedimentation tanks should be set up, and the discharged wastewater should be discharged into the sedimentation tanks. After two times of precipitation, it can be discharged into the sewer. Untreated floodwater is strictly forbidden to be directly discharged into drainage facilities.

All site personnel should strengthen the construction of spiritual civilization, abide by professional ethics, and reduce the impact of construction on the surrounding environment. There will be a special person in charge of public relations coordination, listen to the opinions and suggestions of relevant parties, and accept inspection and criticism with an open mind. And if possible, make rectification to meet the requirements of relevant departments, so that the project can proceed smoothly.
