Understanding of garbage classification in municipal libraries
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Law of the People's Republic of China on the Promotion of Circular Economy and the Regulations of Jiangsu Province on the Administration of Urban Appearance and Environmental Sanitation in order to strengthen the classified management of domestic wastes in this Municipality, improve the living environment, promote the construction of ecological civilization and ensure the sustainable development of economy and society. Article 2 These Regulations shall apply to the source reduction, classified delivery, collection, transportation, treatment and related supervision and management activities of domestic garbage within the administrative area of this Municipality.

The term "domestic waste" as mentioned in these Regulations refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste regarded as domestic waste according to laws and administrative regulations. Article 3 The classified management of domestic garbage shall follow the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, suiting measures to local conditions and simplicity, and gradually improve the level of reduction, recycling and harmlessness of domestic garbage through classified delivery, collection, transportation and treatment. Article 4 Domestic garbage in this Municipality is divided into the following four categories:

(1) Recyclable materials refer to wastes suitable for recycling, including waste paper, waste plastics, waste metal, waste glass, waste textiles, waste electrical and electronic products, and aluminum-plastic composite packaging of waste paper.

(2) Hazardous waste refers to toxic and harmful substances in domestic waste, including waste batteries, waste fluorescent tubes, waste thermometers, waste sphygmomanometers, waste drugs and their packaging, waste paints, solvents and their packaging, waste pesticides, disinfectants and their packaging, waste films and waste photographic paper.

(3) Kitchen waste refers to perishable domestic waste containing organic matter, including household kitchen waste, kitchen waste and other kitchen waste;

(4) Other garbage refers to other domestic garbage except recyclables, harmful waste and kitchen garbage.

The Municipal People's Government shall study and formulate the catalogue and guide of domestic waste classification, clarify and refine the specific classification of domestic waste, and announce it to the whole society to guide residents to correctly classify and put domestic waste.

The Municipal People's Government may, according to the level of economic and social development, the characteristics of domestic waste and the demand for treatment and utilization, adjust the classification catalogue and guide of domestic waste. Article 5 The municipal and county (district) people's governments shall incorporate the classified management of domestic waste into the national economic and social development plan, establish a coordination mechanism and a comprehensive assessment system for the classified management of domestic waste, ensure capital investment, and make overall plans to promote the implementation of various policies and measures for the classified management of domestic waste.

Township people's governments and sub-district offices are responsible for the daily work of classified management of domestic waste in their respective jurisdictions.

Neighborhood (village) committees shall assist in the publicity, training and guidance of the classified management of domestic waste, and cooperate with the Township People's governments and sub-district offices to organize, mobilize and urge the units and individuals within their respective jurisdictions to carry out the work of source reduction and classified delivery of domestic waste.

The administrative committees of development zones and scenic spots shall do a good job in the classified management of domestic garbage within their respective responsibilities. Article 6 The competent department of environmental sanitation is the competent department in charge of classified management of domestic waste, responsible for comprehensive coordination, overall planning, guidance, supervision and inspection of classified management of domestic waste, and supervision and management of classified delivery, collection, transportation and treatment of domestic waste.

The competent department of ecological environment is responsible for the examination and approval of the environmental impact assessment documents for the construction projects of domestic waste transfer and centralized treatment facilities, guiding and supervising the prevention and control of environmental pollution of domestic waste treatment units, and supervising and managing the storage and treatment of hazardous wastes sorted from domestic waste.

The competent department of housing and urban and rural construction is responsible for the centralized construction of domestic waste transshipment and centralized treatment facilities invested by the government, urging property service enterprises to carry out domestic waste classification management, and cooperating with the competent department of environmental sanitation to guide the construction of domestic waste classification facilities in houses, offices, commercial districts, farmers' markets, agricultural and sideline products wholesale and other places.

The competent agricultural and rural departments are responsible for promoting clean vegetables and clean agricultural and sideline products to enter the city, effectively reducing the amount of kitchen waste, and assisting relevant departments to do a good job in the classified management of domestic waste in rural residential areas.

The competent department of commerce is responsible for guiding the recycling management of recyclable materials in domestic garbage, cooperating with relevant departments to promote the listing of clean vegetables and the entry of non-real estate clean agricultural and sideline products into cities, and guiding the classified management of domestic garbage in large shopping malls and supermarkets.

The public security organ is responsible for the driving route, time and road traffic management of domestic waste transport vehicles.

The competent department of natural resources and planning is responsible for the construction procedures of domestic waste classification treatment facilities.

Development and reform, industry and information technology, finance, civil affairs, science and technology, education, health, culture, radio and television, tourism, transportation, market supervision and management, emergency management, postal management and other relevant departments shall, according to their respective functions and duties, do a good job in the classified management of domestic waste. Article 7 The people's governments of cities and counties (districts) shall make use of public educational places such as libraries, parks and squares to build a popular science education and training base for domestic waste and an education and experience center for domestic waste classification, configure teaching facilities to simulate the classified delivery of domestic waste, and cultivate citizens' awareness and habits of classified delivery of domestic waste.
