Transferring and receiving files according to legal principles, procedures and prescribed systems is the most basic form for archives and archives rooms to supplement archives resources. Its basic contents include two aspects: ① the archives of state organs at all levels and various social organizations receive the documents handed over and filed by their business departments and document processing departments according to regulations; (2) All kinds of archives at all levels receive the archives of the current organ and the revocation organ according to the national laws and relevant regulations. Acceptance scope and requirements: ① Archives receive files of various categories and carriers with preservation value, including special files such as scientific and technological files and accounting files, and files of special carriers such as audio tapes, video tapes and photos; Archives at all levels receive archives with long-term preservation value from organs, organizations and their subordinate units at the same level, as well as materials related to archives. The range of archives kept by archives in different countries is different. Some national archives only accept files with permanent preservation value, and some also accept files kept regularly. Archives at or above the provincial level in China receive archives with permanent preservation value that have been kept by filing units for about 20 years, and archives of cities (prefectures, leagues) and county-level archives under provincial jurisdiction receive archives kept by filing units for about 10 years; (3) Archives and Archives normally receive files, which are required to be complete and filed according to regulations. The incoming files should follow the principle that the whole clan and the whole clan cannot be dispersed, and maintain the integrity of the original clan and the connection with related clans.
Collecting valuable historical archives and related materials scattered in various organs, departments, individuals and abroad is an indispensable supplementary means in archives collection, which can be divided into two types: non-mandatory and mandatory. Generally, on the basis of consultation, the archives are concentrated in the archives through copying, exchange, donation and paid transfer. Under special circumstances, if the archives owned by collectives and individuals are of preservation value to the state and society or need to be kept confidential, and the storage conditions are poor or considered seriously damaged and unsafe for other reasons, the state may purchase or purchase them, or keep them on its behalf.
Generally speaking, the deposit is to store the files in the archives by agreement. Units or individuals who keep archives shall not lose their ownership, and shall have the priority to use them and the right to decide whether to allow others to use them. Cultural relics or books and materials preserved in museums, libraries, memorial halls and other units are also archives, which are generally managed by themselves.
