Measures for the Administration of National Archives of Fujian Province
Chapter I General Provisions Article 1 In order to strengthen the national archives work, effectively collect, manage and utilize archives, promote the development of archives in our province, and serve the economic construction and social development, these measures are formulated in accordance with the Archives Law of People's Republic of China (PRC), the Archives Regulations of Fujian Province and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the construction and management of the National Archives within the administrative area of this province.

The term "national archives" as mentioned in these Measures refers to comprehensive archives and professional archives at all levels approved by local people's governments at or above the county level.

The comprehensive archives is responsible for collecting, keeping, protecting, identifying, sorting out, researching and developing archives of various categories and carriers with preservation value to the country and society within its administrative area, and providing archives utilization services to the society according to law.

Professional archives are responsible for collecting, keeping, protecting, identifying, sorting out, researching and developing archives in specific fields or specific carrier forms within their respective administrative areas, and providing archives utilization services to the society according to law. Article 3 The National Archives shall comprehensively collect archives, reflect the historical truth, ensure the completeness, accuracy and safety of archives, facilitate social use, and fulfill the obligation of confidentiality according to law. Article 4 The local people's governments at or above the county level shall strengthen their leadership over archival work and incorporate the national archival undertaking into the national economic and social development plan.

Development and reform, economy and informatization, finance, housing and urban and rural construction, land and resources, human resources and social security, institutional establishment and other departments shall, in accordance with their respective responsibilities, guarantee and support the healthy development of the National Archives. Fifth local people's governments at or above the county level shall, according to the national and provincial requirements on the layout of archives, make overall plans and scientifically set up the national archives.

Provinces and cities divided into districts shall set up comprehensive archives and professional archives according to law, and counties (cities, districts) shall set up comprehensive archives. Sixth provincial archives administration institutions are responsible for the overall planning, organization and coordination, supervision and guidance of the national archives work in the province.

The archives management institutions of cities and counties (cities, districts) with districts shall supervise and guide the national archives work within their respective administrative areas. Seventh to encourage social forces to participate in the cause of archives, support social organizations, intermediaries and professional institutions to play a service role. Chapter II Collection, Collection, Preservation and Protection Article 8 The National Archives shall, in accordance with the principle of unified planning and hierarchical management, formulate detailed rules and work plans for the scope of archives collection, carry out archives collection according to law, and collect archives that belong to its collection scope and have long-term preservation value. Ninth organs, organizations, enterprises, institutions and other organizations shall, in accordance with the provisions, hand over the archives to the National Archives; The archival materials handed over to the library should be complete, complete, accurate and systematic, the electronic catalogue information should be handed over synchronously, and the digital copies of electronic documents or paper documents should be handed over step by step.

Subordinate institutions of organs, organizations, enterprises, institutions and other organizations shall hand over archives to the National Archives in accordance with the provisions of the preceding paragraph.

Archives such as institutional reform and administrative division adjustment shall be handed over to the National Archives by the relevant competent departments in accordance with state regulations. Tenth comprehensive archives at all levels shall establish a backup platform for electronic documents (archives) within their respective administrative areas, and carry out the backup work of electronic documents (archives). Eleventh organs, organizations, enterprises, institutions and other organizations shall, after the change of classification and decryption review, hand over the classified files to the National Archives; Classified files that have been handed over to the National Archives shall be classified and decrypted in accordance with the provisions. Symbolic official gifts of local people's governments at or above the county level and their departments in foreign activities shall be handed over to the comprehensive archives at the same level for preservation. Article 14 Citizens, legal persons and other organizations are encouraged to donate archives with preservation value to the State and society to the National Archives.

The National Archives collects files that are not owned by the state and have important preservation value for the country and society by accepting donations and acquisitions. If the National Archives accepts donations, it shall issue donation certificates to the donors and may give awards.

Citizens, legal persons and other organizations may deposit files with the National Archives that are of preservation and utilization value to the state and society.

According to the needs, the National Archives carries out the work of collecting historical materials of important foreign archives. Fifteenth national archives should strengthen the rescue and protection of archives, take special protection measures for important and precious archives, and implement heterogeneous backup and remote storage. Sixteenth museums, memorial halls, libraries, local chronicles and other institutions, while preserving cultural relics, books and materials, should provide relevant electronic catalogue information to the comprehensive archives at the same level, and can exchange replicas and duplicates with each other. Chapter III Utilization of Services and Enjoyment of Information Article 17 The National Archives shall provide archives utilization services to the society and disclose basic service information such as the contents, time, procedures and methods of archives utilization services to the society. Eighteenth in addition to involving state secrets, business secrets, personal privacy and according to the provisions of the state should not be open files, the National Archives shall open the following files to the public:

(a) the archives formed before the establishment of People's Republic of China (PRC);

(2) Archives formed 30 years after the founding of People's Republic of China (PRC);

(3) Economic, scientific, technological and cultural archives;

(four) files belonging to the scope of government affairs disclosure;

(5) Archives of key construction projects, major scientific research projects and major activities.

The opening of archives donated by individuals and deposited in the National Archives shall be subject to the consent of the donors and depositors.
