Measures of state subsidizing college students to perform compulsory military service
Chapter I General Provisions
Article 1 In order to promote the modernization of national defense and the army, encourage college students to actively enlist in the army and improve the quality of enlistment, the state provides financial assistance to college students who have been recruited for compulsory military service and voluntarily return to school after retirement. According to the relevant provisions, these measures are formulated.
Article 2 The state subsidizes college students to perform compulsory military service, which refers to the one-time compensation paid by the state for the tuition fees or national student loans (including national student loans on campus and credit student loans from students' places of origin, the same below) when they enlist for compulsory military service. Students who attended institutions of higher learning before compulsory military service (including freshmen enrolled in institutions of higher learning according to the national enrollment regulations) retain their school status or admission qualifications according to the relevant provisions of the state during their service, and voluntarily return to school or enroll after retirement, and the state implements tuition fee reduction and exemption.
Article 3 The term "institutions of higher learning" as mentioned in these Measures refers to full-time public institutions of higher learning, private institutions of higher learning and independent colleges (hereinafter referred to as institutions of higher learning) that have been approved to set up and implement higher education in accordance with relevant state regulations.
Article 4 The term "college students" as mentioned in these Measures refers to graduates, students and freshmen of full-time undergraduate colleges (including vocational colleges), graduate students and second bachelor's degrees, and graduates, students and freshmen of undergraduate colleges (vocational colleges) enrolled by adult colleges (hereinafter referred to as "college students").
The following college students do not enjoy state funding when they are recruited for compulsory military service:
Students who are exempt from all tuition fees during their school days;
(2) directed students, entrusted students and national defense students;
(three) other students who do not belong to compulsory military service and join the army.
Article 5 All the funds for compulsory military service of college students funded by the state shall be arranged by the central finance.
Chapter II Standards and Duration
Article 6 The standards for tuition compensation, national student loan compensation and tuition remission shall not exceed 6,000 yuan per junior college student, 8,000 yuan per master student and 0/10,000 yuan per doctoral student every year.
Tuition compensation or national student loan compensation amount, according to the actual tuition fees paid by students or national student loans (national student loans include the principal and interest generated before full repayment, the same below), whichever is higher, shall be compensated or compensated according to the facts. After retirement, the amount of tuition fee reduction and exemption shall be implemented according to the actual tuition fees charged by the school. The part exceeding the standard shall not be compensated, compensated or reduced.
If a student who receives tuition compensation obtains a national student loan during his school days, the compensation funds must be used to repay the national student loan first. If the compensation amount is higher than the national student loan amount, the higher part will be returned to the students.
Article 7 After college students who have obtained national student loans join the army, the national student loans will be stopped.
Article 8 The years of tuition compensation, national student loan compensation and tuition fee remission shall be calculated according to the corresponding study years of undergraduate, junior college (higher vocational), graduate and second bachelor's degrees stipulated by the state. Taking the time of enlistment as the standard, the years of study required before enlistment are tuition compensation or national student loan compensation; The remaining period of the years of study prescribed by the state that should be completed after retirement is the period of tuition remission; Continuing education after resuming school is not within the scope of tuition reduction.
The years of tuition compensation or national student loan compensation for college graduates, undergraduate and graduate students, secondary vocational and higher vocational students, and second bachelor's degree graduates shall be calculated according to the learning time specified for completing the learning tasks of undergraduate, master's, higher vocational and second bachelor's degree respectively.
Students who study in a junior college or graduate school system and join the army at the junior college or undergraduate study stage shall be compensated for tuition fees or national student loans according to the actual study time; Those who enlist in the army at the undergraduate or master's study stage will be paid tuition compensation or national student loan compensation based on the undergraduate or master's study time, and their previous university study time or undergraduate study time will not be included in tuition compensation or national student loan compensation. The number of years that students in secondary vocational schools receive tuition compensation or national student loan compensation shall be calculated according to the actual study time in higher vocational schools.
Chapter III Application and Approval
Article 9 College students applying for state-funded compulsory military service shall follow the following procedures:
(1) College students who apply for enlistment log in to the college student recruitment registration system, fill in and print the Application Form for National Student Loan Compensation for College Students' Enrolment Tuition as required (in duplicate, hereinafter referred to as the application form) and submit it to the school student financial assistance management department. Students who have obtained national student loans during their school days are required to provide a copy of the national student loan loan contract signed by themselves and a one-time repayment loan plan.
(2) After the relevant departments of the school verify the relevant information of the application form, such as the qualification, standard and amount of student financial assistance (such as student loans from students, the school should contact the loan handling bank or the county-level student financial assistance management institution at the loan handling place to confirm the loan amount), the application form shall be stamped with the official seal, with one copy retained and one returned to the students.
(3) Students shall submit an Application Form to the conscription office of the people's government at the county level where they join the army (hereinafter referred to as the conscription office at the county level). After the students are approved to join the army after passing the physical examination of conscription, the county conscription office will stamp the official seal on the application form and return it to the students.

Article 10 After receiving a copy of the application form and the notice of enlistment sent by students, the financial aid management department of colleges and universities shall examine all the contents. Those who meet the requirements shall promptly compensate students for tuition fees or national student loans.
For the students who apply for the national student loan, the school will repay the principal and interest of the national student loan to the bank in one lump sum according to the repayment plan, and send the repayment bill issued by the bank to the students themselves or their parents. If there are any remaining funds after repaying all the loans, remit them to the address or account designated by the students.
For students who have applied for student-origin credit student loans in the counties (cities, districts) where their household registration is located before entering the school, the school will repay the principal and interest of student-origin credit student loans in one lump sum to the bank according to the repayment plan signed by the students, or the school will remit the compensation funds to the account of the county-level student financial assistance management institution for student loans, and the county-level student financial assistance management institution will repay them to the bank; The school or county-level student financial assistance management institution will send the loan repayment bill issued by the bank to the students themselves or their parents, and the county-level student financial assistance management institution should also send a copy of the loan repayment bill to the students attending colleges and universities. If there are any remaining funds after repaying all the loans, remit them to the address or account designated by the students.
Article 11 Students who voluntarily return to school after retirement shall apply to the school for tuition remission after reporting to the school, and fill in and submit a copy of the Application Form for Tuition Relief for Retired College Students and the Certificate of Retirement from Active Service. After receiving the application materials, the school student financial assistance management department shall timely review and confirm the students' application qualifications. Those who meet the requirements shall go through the formalities of tuition fee reduction and exemption in time.
Twelfth funding is not enough to repay the national student loan, students should sign a repayment plan with the handling bank to repay the rest of the national student loan.
Article 13 Previous graduates who have been enlisted for compulsory military service and applied for national student loan compensation should continue to repay themselves according to the original repayment agreement, and the students themselves should apply to the school for full compensation funds by virtue of the loan contract and the bank voucher of the repaid loan principal and interest.
Chapter IV Appropriation and Management of Funds
Article 14 The state-funded funds of universities affiliated to the central government (hereinafter referred to as central universities) shall be allocated by the central finance to the National Student Financial Assistance Management Center, and the state-funded funds of local universities (hereinafter referred to as local universities) shall be allocated by the central finance to the provincial financial departments.
Fifteenth local college students to enlist for compulsory military service state funding to take the "pre-allocated in the current year, the following year according to the facts" approach. The central government shall, before the end of May each year, liquidate the funds actually needed by the provinces in the previous year, and issue the capital budgets of the provinces in advance according to the actual expenditure of the previous year.
Sixteenth relevant departments of the central government, provincial finance and education departments should timely allocate funds to their colleges and universities. All relevant colleges and universities should take effective measures to pay the subsidy in time to ensure the timely implementation of the national subsidy policy.
Article 17 Before June 365438+1October 3 1 every year, the central colleges and universities should report the use of state-funded funds for college students' enlistment this year to the National Student Financial Assistance Management Center for review. Local colleges and universities should report to the student financial assistance management centers of all provinces (autonomous regions and municipalities) on the use of state-funded funds for compulsory military service for college students this year; Each province (autonomous region, municipality) student financial assistance management center shall report to the National Student Financial Assistance Management Center for the record every year 1 15.
Article 18 Local finance, education departments and institutions of higher learning shall strictly implement the provisions of the relevant financial laws and regulations of the State and these Measures, conduct separate accounting and earmarking of the state-funded funds for college students' enlistment, and accept the inspection and supervision of finance, auditing, discipline inspection and supervision departments and competent departments. Acts of practicing fraud, defrauding financial funds or intercepting, crowding out or misappropriating financial funds will be dealt with severely in accordance with relevant regulations. If the circumstances are serious, the relevant responsible person will be investigated for legal responsibility according to law.
Chapter V Management and Supervision
Nineteenth students who quit the army for ideological reasons deliberately conceal their medical history or commit fraud, illegal and criminal acts, the school will cancel their eligibility for assistance and may not apply for tuition reduction. The conscription office of the people's governments of all provinces (autonomous regions and municipalities) shall, after receiving the application for withdrawing troops, promptly report the names of returned students, the universities they attend and the reasons for withdrawing troops to the conscription office of the Ministry of National Defense step by step, and notify the education administrative department at the same level according to the affiliation of the students' original universities.
Students who have been returned by the army and have been disqualified from funding return to their original domicile, and the education administrative department at the county level where the students are registered shall, jointly with the conscription office of the people's government at the same level, compensate tuition fees or recover the compensation funds of the national student loan; If the students return to their original colleges and universities, the compensated tuition fees or the compensated national student loan shall be recovered by the students' original colleges and universities in conjunction with the conscription office of the people's government at the county level where they retired. County-level education administrative departments and colleges and universities should, within ten days after recovering the funds, summarize and turn them over to the National Student Financial Assistance Management Center step by step. The recovered funds shall be used as tuition compensation or national student loan compensation funds for the next year.
Article 20. Students who have been approved by the organization to retire early can still enjoy assistance because of the reduction of the number of troops, the needs of national construction, the disability caused by war, the inadaptability to continue serving in the army due to illness, and the need to retire from active service due to major family changes. Other causes of abnormal retired students' eligibility for funding shall be determined by the recruitment office of the people's government of the province (autonomous region or municipality) where the school is located in conjunction with the education administrative department at the same level.
Twenty-first local education administrative departments, people's government recruitment offices and institutions of higher learning should conscientiously perform their duties, carefully examine the qualifications of college students for enlistment and funding in accordance with the prescribed requirements, and must not resort to deceit. For college students who meet the requirements for enlistment, the school should go through the funding procedures in time.
Chapter VI Supplementary Provisions
Article 22 These Measures shall be interpreted by the Ministry of Finance, the Ministry of Education and the General Staff Department.
Article 23 These Measures shall be implemented as of the date of promulgation. On April 20, 2009, the Ministry of Finance, the Ministry of Education and the General Staff Department issued the Interim Measures for Compensation for Tuition Fees of College Graduates for Compulsory Military Service (Cai Jiao [2009] No.35) and the Interim Measures for Compensation for National Student Loans 201/kloc-0+00. The Interim Measures for Tuition Compensation for Compulsory Military Service Students Entrusted by the General Staff Department and Compensation for National Student Loans and Tuition Subsidies after Retirement from School (No.51] of Caijiao [201]) shall be abolished at the same time.
