Some administrative fees for construction projects in Xinjin County

Measures for the implementation of one-stop collection management

Article 1 These Measures are formulated in accordance with the Interim Measures for the Administration of One-stop Collection of Some Administrative Fees for Construction Projects in Chengdu (Amendment) and in combination with the actual situation of our county.

Article 2 According to the management of urban infrastructure construction in our county, municipal construction supporting fees, urban gas supporting fees and tap water supporting fees are collected at one time. The supporting fee is collected by the County Construction Planning Bureau, and the supporting fee for raw water and gas is no longer collected by Chengdu Yuan Di Water Co., Ltd. and Chengdu Yuan Di Natural Gas Co., Ltd.

Article 3 All units (including foreign-invested enterprises) and individuals who build, rebuild or expand various buildings and structures in this county and huayuan town urban planning area shall pay the following fees in one lump sum:

(1) Construction costs of construction projects (hereinafter referred to as "construction costs")

1, city municipal infrastructure supporting fees (including municipal construction supporting fees, city gas supporting fees and tap water supporting fees);

2, engineering quota determination fee;

3, cultural relics exploration and excavation fees;

4, new housing termite control fees;

(two) air defense basement construction fee;

(three) the cost of greening construction in different places;

(4) special fund for new building materials;

(5) Special funds for bulk cement;

(six) the construction project quality supervision fee;

(seven) the construction noise pollution fee.

One-stop charges for construction projects shall be paid according to the construction area, except for project quality supervision fees and sewage charges for excessive construction noise. See the attached table for specific charging standards. The supporting fees for industrial projects built in the industrial park (excluding the supporting fees for city gas and tap water) are charged according to the construction area per square meter 15 yuan.

Article 4 All construction projects in the urban planning area of this county and within the scope of huayuan town shall pay the fees listed in Article 3 of these Measures, which shall be paid by the construction unit in a lump sum at the County Construction Planning Bureau.

County planning area and huayuan town within the scope of the construction fee reduction audit, payment verification, refund and cost recovery management, the county construction planning bureau is responsible for unified management.

Article 5 The following construction projects shall pay the ex situ construction fee at 70%:

(1) Office buildings built by party, government and military organs and police stations;

(2) business premises of medical, health and epidemic prevention institutions.

Article 6 The following construction projects shall pay the ex situ construction fee at 50%:

(1) Teaching and research facilities and student apartments built in colleges and universities and university parks, and teaching facilities and student apartments built in primary and secondary schools and kindergartens;

(two) the production houses of enterprises and the scientific research and production houses of high-tech enterprises;

(three) a set of affordable housing, teacher housing and military cadre housing with a construction area of not more than 90 square meters;

(four) the demolition and resettlement scheme involved in the construction of urban roads and public facilities, and the demolition and resettlement houses approved by the county government for the construction of old city reconstruction projects.

(5) Non-profit public buildings such as libraries, theaters (art centers), stadiums (national fitness centers), theaters, single public parking lots (garages), museums (cultural relics exhibition halls, cultural sites), and farmers' markets.

Seventh the following construction projects are exempt from construction fees:

(1) Barracks built by the army;

(2) student canteens in institutions of higher learning and primary and secondary schools;

(3) Non-profit civil welfare facilities such as nursing homes, welfare homes, nursing homes and orphanages built by the civil affairs departments, professional rehabilitation centers for the disabled under the civil affairs departments, and houses for the production and living of the disabled;

(4) Houses for farmers' own use built on the approved homestead;

(five) municipal public facilities such as garbage transfer stations, public toilets and sewage treatment plants.

Eighth construction projects that enjoy policy relief shall not change the nature of use determined by the approved design plan without authorization. Once changed, the construction unit shall accept the treatment according to the regulations, and pay the ex situ construction fee in full according to the size of the construction area after the change of the nature of use.

Ninth special circumstances of the construction project is really necessary to reduce the construction cost, the county construction planning bureau put forward opinions, submitted to the county people's government for approval before implementation. Projects that reduce or exempt construction fees must go through the relevant formalities according to the national capital construction procedures.

Article 10 When a construction project is submitted for construction, if it is uncertain whether the construction fee can be reduced or exempted, or whether the amount can be reduced or exempted, it shall be paid in full according to the regulations. After the completion of the project, the county construction planning bureau will determine the refund amount according to the verified situation and the provisions of Articles 4 to 7 of these Measures, and after the approval of the county people's government, the county finance bureau will refund the fee according to the approved amount.
