Notice of the General Office of the People's Government of Fujian Province on printing and distributing the preferential development measures for off-campus educational facilities and cultural and entertainment places for minors Article 1 In order to enrich the cultural study and life of minors, protect their physical and mental health, and create favorable conditions for their healthy growth, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Minors and the Measures for the Implementation of the Law on the Protection of Minors in Fujian Province, combined with the actual situation in our province. Article 2 All off-campus educational facilities and educational social, cultural and entertainment places in our province shall be opened to minors at reduced prices. Places that are not suitable for minors' activities as prescribed by law or explicitly prohibited by relevant government departments shall not be open to minors. Article 3 Various off-campus educational facilities and cultural and entertainment venues shall, according to the age characteristics, hobbies and physical conditions of minors, carry out cultural and entertainment activities that are beneficial to their all-round physical and mental development and conform to the laws governing the physical and mental development of minors, so that minors can enjoy and benefit from various activities. All kinds of activity facilities and projects must ensure safety. Article 4 The following places are open to minors free of charge or with preferential treatment:

(1) Museums, memorial halls, martyrs' cemeteries, science and technology museums, art galleries, moral education bases and other places should hold more than 10 special activities every year, arrange rich and healthy activities and open them to minors free of charge. The moral education base should be open to the educational activities organized by the school free of charge.

(2) Exhibition halls, stadiums, cultural centers (rooms), children's and teenagers' activity centers, youth palaces, cultural centers and science and technology activity centers shall hold special sessions on Children's Day and National Day to provide free services for minors, and other times shall be open to minors at preferential prices. Public libraries should set up reading places for minors and provide free services for minors to borrow books and periodicals.

(three) the cinema should hold a special film for children free of charge during Children's Day and National Day. During the winter and summer vacations and weekends, various forms of special films for primary and secondary school students are held at a 50% discount price.

(4) Parks and zoos offer 50% discount to minors during Children's Day and National Day, and 20% discount at other times. Article 5 Other for-profit cultural and entertainment facilities and places suitable for minors' activities will be given a 50% discount during Children's Day and a 20% discount at other times. Sixth primary and secondary schools temporarily borrow the auditorium, cultural and sports facilities belonging to troops, enterprises, institutions and social organizations, and can provide them free of charge through consultation with their property units. Article 7 The prices of various commercial services open to minors shall be approved by the price departments at or above the county level. All levels of culture, education, science and technology, sports, radio and television, urban construction, the Communist Youth League, women's federations, trade unions and other relevant departments and organizations should strengthen supervision and management, do a good job in the implementation of various preferential measures, and formulate specific implementation measures. Eighth in violation of the provisions of the relevant units and individuals, any organization or individual has the right to dissuade, stop or report to the relevant departments. Ninth competent departments at or above the county level shall exercise the right of inspection and supervision over the implementation of the protection measures for minors and the venues for activities. In violation of the provisions, the relevant competent departments shall give criticism and education, and shall be ordered to refund money. Article 10 These Measures shall come into force as of the date of promulgation.
