City study room is a venue-style self-service public library jointly organized by Wenzhou municipal government and social forces, relying on central libraries at all levels, adopting automation equipment and RFID technology, realizing integrated services and having 24-hour opening conditions.

From 20 14, Wenzhou actively explored the supply-side reform of public cultural services, and adopted the mode of cooperation among government, enterprises, communities and other social forces to build urban study rooms. Through the "chain" operation mode, unified standards and standardized management, the construction of "15-minute cultural circle" in the city has been effectively promoted, providing citizens with brand-new knowledge and information exchange.

Since 20 15, the construction of urban study has been listed as "doing practical things for the people" by Wenzhou Municipal Party Committee and Municipal Government for five consecutive years. By May of 20 19, 76 urban study rooms had been built in Wenzhou, with a total construction area of 1 1800 square meters and a total collection of 698 100 volumes, which are open every day.
