In order to promote the construction of scholarly Beijing in an all-round way, the Propaganda Department of Beijing Municipal Committee entrusted China Press and Publication Research Institute to formulate the Development Plan of Reading for All in Beijing (202 1-2025) (hereinafter referred to as the Plan). Recently, an expert seminar on "planning" was held in the study room of Beijing Yide. At the seminar, experts discussed the goal orientation and research ideas of the planning from different angles such as economy, culture, reading, science and technology, library and reading space.

Wei Yushan, president of China Press and Publication Research Institute, and Zhan Wuliang, deputy director of the Publishing Department of the Propaganda Department of Beijing Municipal Committee, respectively introduced the background and requirements of the project. Dean Wei Yushan pointed out that the planning should be based on three aspects: first, there should be a big policy, taking into account that Beijing will introduce a big policy on reading in the future. Second, there must be major projects to promote the development of the entire national reading field. The third is to combine Beijing culture. Beijing is positioned as the capital of culture. As a long-term national reading plan, we should not only pay attention to reading, but also pay attention to culture, especially Beijing's culture and national reading. Besides, Beijing should play a leading role in national culture. Therefore, we should proceed from a higher position, conform to Beijing's positioning as the cultural capital of the world, and make overall plans.
