Article 7 An entity engaged in the publication wholesale business shall meet the following conditions:

Eleventh units engaged in the distribution of primary and secondary school textbooks shall obtain the qualification for the distribution of primary and secondary school textbooks approved by the State Administration of Press, Publication, Radio, Film and Television, and carry out the distribution of primary and secondary school textbooks within the approved area. Units engaged in the distribution of textbooks for primary and secondary schools shall meet the following conditions:
(1) An enterprise legal person whose main business is publication distribution;
(2) Having an organization and distributors suitable for the distribution of textbooks for primary and secondary schools;
(3) It has the storage and transportation capacity that can meet the storage quality requirements of primary and secondary school textbooks and adapt to its business variety and scale, has a storage area of more than 5,000 square meters in the provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans to apply for the distribution of primary and secondary school textbooks, and has its own logistics and distribution system that is suitable for the distribution of primary and secondary school textbooks;
(four) there is a distribution network that is suitable for the distribution of textbooks in primary and secondary schools. In the provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning that intend to apply for the distribution of textbooks for primary and secondary schools, the publication distribution outlets of enterprises should cover at least 70% of the local counties (cities, districts), and their main business should be the retail of publications, with the corresponding capabilities of primary and secondary school textbooks storage, adjustment, replenishment, retail and after-sales service;
(5) Having an information management system that meets industry standards;
(6) Having a sound management system, risk prevention and control mechanism and the ability to respond to emergencies;
(seven) engaged in the wholesale business of publications for more than five years. It has not been punished by the publishing administrative department in the last three years, and has no other serious illegal records.
