Is there a legal basis for the library to be fined for borrowing books over time?
There are no laws and regulations. Overtime fine is a rule that almost every university management library will make, in order to ensure the normal borrowing of library books and make rational use of book resources. If this rule is not made, no one can borrow books normally for as long as they want. There are national laws and school rules, which are related to the overall interests of students. It stands to reason that students should support the school, and the administrator's right to fine is given by the school. The fine is also used as the confiscated income of the school, not for personal enrichment.
