Township people's governments and sub-district offices shall do a good job in the management of fireworks and firecrackers within their respective jurisdictions. Article 4 Public security organs shall be responsible for the supervision and administration of fireworks and firecrackers.
Emergency management, ecological environment, urban management, market supervision and management, industry and information technology, housing and urban and rural construction, transportation, civil affairs, education, commerce, meteorology and other departments shall do a good job in the management of fireworks and firecrackers according to their respective responsibilities. Article 5 Fireworks and firecrackers are prohibited in the following areas of this Municipality:
Ring highway Daoshui Interchange to Chengdong Interchange, Chengdong Interchange to Cangyu Expressway Hebi Interchange, Hebi Interchange to Baomao Expressway Baocun Interchange, Baocun Interchange to Daoshui Interchange within the enclosure of Wanxiu District, Changzhou District, Weilong District and Cangwu County.
The town built-up area where the main city of Guangxi and the people's government at the county level are located is outside the area specified in the preceding paragraph.
City, county (city, district) people's government may, according to the needs of fireworks management, adjust the area where fireworks are prohibited within its jurisdiction and announce it to the public. Article 6 Fireworks and firecrackers are prohibited in the following places outside the areas specified in Article 5 of these Regulations:
(a) the office space of state organs and institutions;
(two) cultural relics protection units, exhibition halls, gymnasiums, museums, libraries, archives and other public cultural places;
(3) Kindergartens, schools, medical institutions, pension institutions and welfare institutions;
(4) Transportation hubs such as stations, docks and airports and railway line safety protection zones;
(five) scenic spots, parks, squares, drinking water source protection areas;
(six) key fire prevention areas such as mountains and grasslands;
(seven) inflammable and explosive goods production and storage units and business premises, oil and natural gas pipeline safety protection zones;
(eight) overhead power lines and communication lines, cable broadcasting lines, power transmission and transformation facilities and environmental monitoring facilities safety protection zones;
(nine) other places where fireworks and firecrackers are prohibited as prescribed by the people's government of the city or county (city or district). Seventh in the area or place where fireworks are prohibited, the public security organs of cities and counties (cities, districts) shall organize and set up obvious warning signs prohibiting fireworks. Article 8 No unit or individual may set off fireworks and firecrackers in areas and places where fireworks and firecrackers are prohibited. Article 9 Units or individuals engaged in matters such as weddings, funerals, festivals, sports and entertainment in areas where fireworks and firecrackers are prohibited shall inform the clients of the relevant provisions prohibiting fireworks and firecrackers, and shall not provide fireworks and firecrackers discharge services. Article 10 In areas where fireworks and firecrackers are prohibited, managers of public places such as hotels, restaurants, theaters, entertainment places, sports fields and exhibition halls shall inform the parties who hold weddings, funerals, festivals, cultural sports and entertainment activities about the prohibition of fireworks and firecrackers, and discourage the discharge of fireworks and firecrackers; Those who refuse to listen to dissuasion shall report to the public security organ in time. Eleventh in areas or places where fireworks are prohibited, the following safety regulations shall be observed:
(a) not to people, vehicles, buildings, structures, underground pipe network;
(two) shall not hinder the safe passage of pedestrians, vehicles, ships and aircraft and affect traffic order;
(three) shall not be allowed to set off professional fireworks;
(four) shall not endanger public safety and personal and property safety by other means.
Minors who set off fireworks and firecrackers shall be accompanied by guardians or other adults.
Any unit or individual who sets off fireworks and firecrackers shall immediately put out the fire left over from the discharge and remove the garbage in time. Twelfth major festivals need to hold a fireworks party or fireworks display activities, the organizer shall, in accordance with the provisions of hierarchical management, apply to the public security organs according to law. The public security organ shall conduct a review in accordance with the law, and issue a license for setting off fireworks and firecrackers to those who meet the requirements. Thirteenth city and county (city, district) people's government and its relevant departments shall organize the publicity and education of fireworks management.
Radio, television, newspapers, internet and other media should do a good job in public welfare propaganda of setting off fireworks and firecrackers according to law.
Residents' committees, villagers' committees, owners' committees and property service enterprises shall strengthen the publicity and education on the discharge of fireworks and firecrackers by residents, villagers and owners according to law.
Guardians of minors shall educate minors on the safety knowledge of fireworks and firecrackers. Fourteenth any unit or individual found in violation of the provisions of this Ordinance, have the right to dissuade, or report to the public security organs and emergency management departments.
The public security organ and the emergency management department shall promptly investigate and deal with the report after receiving it, and keep the information of the informant confidential to protect the lawful rights and interests of the informant.
The reporting units and individuals that have been verified shall be given appropriate rewards. Specific incentives shall be formulated and promulgated by the people's governments of cities and counties (cities, districts).
