The protection objects of these Regulations include the Great Wall, the cultural landscape elements of the Great Wall that have been legally recognized and published, and other landscape features and ecological environment directly related to the Great Wall. Article 4 The protection and utilization of the Great Wall shall adhere to the principles of giving priority to protection, giving priority to rescue, rational utilization and strengthening management, and adhere to the principles of scientific planning, undisturbed protection, giving priority to public welfare and territorial management to protect the authenticity, integrity and historical features of the Great Wall. Article 5 The people's governments at or above the county level where the Great Wall is located shall be responsible for the protection of the Great Wall within their respective administrative areas, coordinate and solve major problems in the protection of the Great Wall, incorporate the protection of the Great Wall into the national economic and social development plan and the national land space plan, and include the funds needed for the protection of the Great Wall in the fiscal budget at the corresponding level. Article 6 The cultural relics departments of the people's governments at or above the county level where the Great Wall is located shall supervise and manage the protection and utilization of the Great Wall within their respective administrative areas.
The relevant departments of the people's government at or above the county level where the Great Wall is located, such as development and reform, finance, natural resources, education, public security, agriculture and rural areas, ecological environment, housing and urban and rural construction, forestry and grass, are responsible for the protection of the Great Wall within their respective functions and duties.
Township people's governments and sub-district offices where the Great Wall is located shall assist the people's governments at higher levels and their relevant departments in the protection of the Great Wall.
Villagers' committees and residents' committees where the Great Wall is located formulate village regulations and residents' conventions, and organize and mobilize villagers and residents to carry out activities to protect the Great Wall. Article 7 May 18 every year is the Great Wall Protection Publicity Day of the autonomous region.
The people's governments at all levels where the Great Wall is located and their relevant departments should carry out publicity and education activities on the protection of the Great Wall, inherit and carry forward the Great Wall culture, enhance the public's awareness of the protection of the Great Wall, and build a strong sense of identity of the Chinese nation.
The news media should carry out propaganda on the protection of the Great Wall, popularize the knowledge of the protection of the Great Wall, and strengthen the supervision of public opinion on the protection of the Great Wall. Article 8 Citizens, legal persons and other organizations have the obligation to protect the Great Wall and have the right to stop and report acts that damage the Great Wall and its environmental features.
Organizations or individuals that have made outstanding contributions to the protection of the Great Wall shall be commended and rewarded by the people's governments at or above the county level and the departments in charge of cultural relics where the Great Wall is located. Article 9 Citizens, legal persons and other organizations are encouraged to carry out public welfare activities for the protection of the Great Wall in accordance with the law and participate in the protection of the Great Wall through donations, grants and voluntary services.
Citizens, legal persons and other organizations to carry out public welfare activities to protect the Great Wall shall abide by the Law of People's Republic of China (PRC) on the Protection of Cultural Relics, the Regulations on the Protection of the Great Wall and other relevant laws and regulations. Article 10 Where the section of the Great Wall is the boundary of the provincial administrative region, the departments in charge of cultural relics of the people's governments at or above the county level where the Great Wall is located shall establish and improve the system of joint meetings with the departments in charge of cultural relics of the people's governments at or above the county level in neighboring provinces (regions). Convene joint meetings on the protection of the Great Wall regularly, carry out joint law enforcement inspections, and coordinate and solve major problems in the protection of the Great Wall.
Where the section of the Great Wall is a regional administrative boundary, the competent departments of cultural relics of the people's governments at the city and county levels adjacent to the districts shall establish a communication and coordination mechanism, implement the responsibility of subsection management, and cooperate with each other to do a good job in the protection of the relevant section of the Great Wall. Article 11 The people's government of the autonomous region shall formulate and organize the implementation of the Great Wall protection plan in the autonomous region according to the overall plan for the protection of the Great Wall in China.
The people's governments at or above the county level where the Great Wall is located shall, according to the overall national Great Wall protection plan and the Great Wall protection plan of the autonomous region, formulate the protection plan for important sections of the Great Wall or the national key cultural relics, and organize the implementation after reporting to the people's government of the autonomous region for approval. Article 12 The people's government of the autonomous region shall, in accordance with the requirements of the overall plan for the protection of the Great Wall in China, delimit the protection scope and construction control zone of the Great Wall within its administrative area and make it public.
The competent department of cultural relics of the people's Government of the autonomous region shall report the published protection scope and construction control zone for the record according to law. Article 13 No other engineering construction, blasting, drilling, excavation and other operations shall be carried out within the protection scope of the Great Wall; If it is really necessary to carry out relevant operations, the examination and approval procedures shall be performed according to law to ensure the safety of the Great Wall.
When carrying out construction projects in the control area of the Great Wall building, the engineering design scheme shall be submitted for approval according to law, and the historical features of the Great Wall shall not be destroyed. Article 14 The people's governments at or above the county level and their relevant departments shall listen to experts' opinions when formulating plans related to the protection of the Great Wall, examining and approving construction projects related to the Great Wall, and deciding on major issues related to the protection of the Great Wall. Article 15 The people's government of the autonomous region shall set up signs for the protection of the Great Wall at traffic intersections along the Great Wall and other areas that need to be reminded to the public. The establishment of the Great Wall protection sign shall not cause damage to the Great Wall.
The Great Wall protection sign shall specify the name, grade, publishing authority, date of publication, year of construction, scope of protection, construction control zone and protection institution of the Great Wall section.
