Provisions of People's Republic of China (PRC) Municipality on the Administration of Religious Activities of Foreigners
Article 1 These Provisions are formulated in accordance with the Constitution in order to guarantee the freedom of religious belief of China citizens and foreigners in China and safeguard the public interests. Article 2 People's Republic of China (PRC) respects the freedom of religious belief of foreigners in China and protects the friendly exchanges and cultural and academic exchanges between foreigners and religious circles in China. Article 3 Foreigners may participate in religious activities in monasteries, temples, mosques, churches and other places for religious activities in China. At the invitation of religious organizations in provinces, autonomous regions and municipalities directly under the Central Government, foreigners can give lectures and preach in religious activities in China. Article 4 Foreigners may hold religious activities with foreigners in places recognized by the religious affairs departments of the people's governments at or above the county level. Article 5 Foreigners in China may invite religious personnel from China to hold baptisms, weddings, funerals, Dojo ceremonies and other religious ceremonies. Article 6 Foreigners may bring religious printed matter, religious audio-visual products and other religious articles for their own use when entering the country; Bringing religious printed matter, religious audio-visual products and other religious articles not for my own use into the country shall be handled in accordance with the relevant provisions of China Customs.

It is forbidden to carry religious printed matter and religious audio-visual products that endanger the social interests of China. Article 7 Foreigners recruiting foreign students to train religious personnel in China or to study and give lectures in religious colleges in China shall be handled in accordance with the relevant regulations of China. Article 8 Foreigners engaged in religious activities in China shall abide by the laws and regulations of China, and shall not set up religious organizations, religious offices or religious colleges in China, or develop believers, appoint religious personnel or conduct other missionary activities among China citizens. Ninth foreigners in violation of the provisions of religious activities, religious affairs departments of the people's governments at or above the county level and other relevant departments should be discouraged and stopped; Those who violate the entry-exit administration or public security administration of foreigners shall be punished by the public security organs according to law; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Article 10 These Provisions shall apply to the religious activities of foreign organizations in People's Republic of China (PRC). Eleventh China citizens living abroad, residents of Taiwan Province Province in the mainland, Hongkong and Macao residents to carry out religious activities in the mainland, with reference to these provisions. Twelfth these Provisions shall be interpreted by the religious affairs department of the State Council. Thirteenth these Provisions shall come into force as of the date of promulgation.
