Second units and individuals engaged in dog breeding, trading and management within the administrative area of this Municipality shall abide by these provisions.
Article 3 This Municipality shall prohibit and restrict dog-raising behaviors that affect public safety, public order and public health, and implement them through strict law enforcement by relevant government departments, participation of social organizations, public supervision and self-discipline of dog owners.
Article 4 The people's governments at all levels in this Municipality shall be responsible for organizing the implementation of these Provisions. Public security, animal husbandry, urban management and law enforcement, industry and commerce, health and other departments are responsible for the division of their respective responsibilities, and cooperate in dog management.
The public security department is responsible for handling dog registration, investigating and dealing with the disturbing behavior caused by raising dogs and illegally carrying dogs in public places, killing rabies, and taking care of abandoned dogs and dogs without owners;
The animal husbandry department is responsible for the supervision and management of dog immunization, quarantine, epidemic prevention registration and dog diagnosis and treatment, issuing immunization certificates and immunization marks, organizing the supply of rabies vaccine for animals, detecting and preventing the rabies epidemic in dogs, and providing epidemic information to the health department;
Urban management law enforcement departments are responsible for investigating and dealing with dog-raising behaviors that affect city appearance and environmental sanitation and illegal buying and selling of dogs in urban areas;
The industrial and commercial department is responsible for the supervision and management of dog business activities;
The health department is responsible for organizing the supply and inoculation of rabies vaccine, diagnosis and treatment of rabies patients and epidemic monitoring, and preventing and controlling the spread and epidemic of rabies in the population.
Fifth departments and radio, television, newspapers, Internet and other news media, should do a good job in dog management laws and regulations and health and epidemic prevention knowledge publicity and education.
Article 6 The residents' committee and the owners' committee shall organize the residents in their residential areas to formulate a convention prohibiting dog-raising or a convention on civilized dog-raising, mediate neighborhood disputes and potential safety hazards caused by dog-raising according to law, and carry out publicity and education activities on dog-raising restrictions, dog-raising according to law and civilized dog-raising. Residents, owners and other units shall consciously abide by this Convention.
Article 7 The built-up area in the central city of this Municipality is a key dog management area. The people's governments of counties and urban areas may, according to the actual situation, designate key dog management areas within their respective jurisdictions. Other areas are general dog management areas.

No unit or individual may raise dogs that have not been registered and immunized in key management areas, or raise dogs that have not been immunized in general management areas.

Individuals and units can only keep dogs in their own houses or areas, and they are not allowed to keep dogs in offices, production service areas, hospitals, kindergartens, school teaching areas and student dormitory areas of organs, enterprises and institutions.
Tenth individuals meet the requirements of raising dogs, the residents' committee shall issue a certificate that meets the requirements of raising dogs, and sign a letter of responsibility with them.
Where dogs are raised in key management areas, individuals and units that raise dogs shall, within 30 days from the date of obtaining dogs, go to the local public security organ for dog registration and obtain a dog registration certificate with the certificate issued by the residents' committee or the business license of the unit and the use, type and quantity of dogs. After obtaining the dog registration certificate, the dog owner will take the dog to the animal clinic approved by the animal husbandry department for health examination, inject rabies vaccine, and receive the immunization certificate and immunization mark issued by the supervising agency for animal epidemic prevention.
Where a dog is raised in the general management area, the dog owner shall, within 30 days from the date of obtaining the dog, take the dog to the animal diagnosis and treatment institution approved by the animal husbandry department to inject rabies vaccine for the dog, and receive the immunization certificate and immunization mark issued by the supervising agency for animal epidemic prevention. Article 11 In the key management areas, if a dog dies, disappears, the dog owner's domicile changes or the dog registration certificate is lost, the dog owner shall go through the corresponding cancellation registration, change registration and replacement procedures within 30 days.

Thirteenth dogs in key management areas, shall comply with the following provisions:
When carrying dogs for outdoor activities, they should carry dog registration certificates and wear dog immunization signs. Dogs with leashes should be led by adults, and should avoid the elderly, the disabled, pregnant women and children;
Inject rabies vaccine into dogs regularly; Shall not interfere with the normal life of others, affect the normal work, study, life and rest of others, and dog owners shall take effective measures to eliminate them;
Do not abuse or abandon dogs;
Dogs are prohibited from entering crowded indoor public places such as institutions, hospitals, schools, children's activity places, gymnasiums, museums, libraries, theaters, waiting rooms, large shopping malls and shopping centers;
It is forbidden to take dogs on large public transport and small passenger taxis, and the driver's consent shall be obtained;
It is forbidden for longitudinal dogs to excrete feces in corridors, public places, roads and other public places, and dog owners should immediately remove the feces excreted by dogs outdoors;
When the rabies epidemic occurs, dog owners should keep dogs in captivity and cage, and stop carrying dogs for outdoor activities;
Strictly fulfill other obligations stipulated in the dog-raising obligation guarantee.
Fourteenth dogs suspected of suffering from rabies, the dog owner shall promptly take the dog to the animal husbandry department for quarantine.
Dog owners or animal husbandry departments shall promptly report to the public security department for killing and harmless treatment, and shall not dispose, discard, peel, eat or sell dogs without authorization.
Fifteenth dogs bite and scratch others, dog owners should immediately send the injured to medical and health institutions for treatment, and bear the medical expenses and other economic losses of the injured according to law.
If he is injured by an ownerless dog, a dog raised by himself or an ownerless dog, the injured person shall immediately go to a medical and health institution for treatment; If the injured person is a minor, his guardian shall immediately escort the injured person to a medical and health institution for treatment.
Sixteenth in addition to the provisions of Article 13 of other public places, its managers have the right to prohibit dog owners and dogs from entering, but it should be clearly marked.

Seventeenth dog farms, dog trading markets and institutions serving dogs shall abide by the relevant provisions of animal epidemic prevention and go through the registration formalities in the industrial and commercial registration according to law.
No unit or individual may set up dog farms in key management areas and drinking water source protection areas, set up large dogs and strong dogs trading markets in key management areas, or engage in dog trading in places other than dog farms and dog trading markets.
Dogs sold must have an animal quarantine certificate and a dog immunization certificate issued by the animal husbandry department.
Article 18 Dogs participating in exhibitions, performances and competitions must have legal and effective immunization certificates, quarantine certificates and legal source certificates of rabies and other diseases. Dogs imported from other places must have immunization certificates and quarantine certificates issued by local animal husbandry departments.
Article 19 Guide dogs and auxiliary dogs are not restricted by the provisions on the prohibition of raising dogs in areas and places where dogs are prohibited from entering, but dog owners must regularly inject rabies vaccine for their dogs and abide by other relevant regulations.
Article 20 When rabies epidemic occurs, people's governments at all levels and their animal husbandry and health departments shall designate epidemic spots and epidemic areas according to the epidemic situation, and take preventive measures according to the division of responsibilities, and the public security departments shall cooperate with them.
Twenty-first public security departments should establish a dog illegal record file, and focus on the management of dog owners who have been repeatedly reported to be true or punished.

Twenty-third dog management departments and their staff implement the responsibility system for law enforcement, perform management duties in accordance with legal procedures, promptly accept reports, and investigate and deal with illegal dog-raising behavior.
Article 24 If a dog breeder forges, fraudulently uses immunization certificates, or fails to vaccinate dogs regularly, or fails to carry out behaviors that violate the provisions on dog management, such as tethering and captivity, the public security, animal husbandry and other departments shall be punished in accordance with the Measures for the Administration of Dog Breeding in Shandong Province.
Twenty-fifth dogs interfere with the normal life of others, by the public security department in accordance with the provisions of the "People's Republic of China (PRC) public security management punishment law", to give a warning to the breeder; Those who do not correct after warning, or allow dogs to intimidate others, shall be fined from 200 yuan to 500 yuan.
