The Measures for the Administration of Provincial and Ministerial Science and Technology Awards have been discussed and passed at the ministerial meeting of the Ministry of Science and Technology on February 24th 1999, and are hereby promulgated and shall come into force as of the date of promulgation.

Article 1 In order to standardize the establishment and filing of provincial and ministerial level science and technology awards and strengthen the management and guidance of provincial and ministerial level science and technology awards, these Measures are formulated in accordance with the Regulations of the State on Science and Technology Awards.

Article 2 Provincial and ministerial level science and technology awards shall formulate fair, open and just evaluation rules, establish scientific evaluation indicators, strictly regulate the procedures of recommendation, evaluation and award, ensure the scientificity, impartiality and authority of science and technology awards, and ensure the quality and level of science and technology awards.

Article 3 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may establish provincial science and technology awards (hereinafter referred to as provincial science and technology awards). Provincial science and technology awards can be classified to reward individuals and organizations that have made significant scientific and technological achievements or made outstanding contributions in scientific research, technological innovation and development, the popularization and application of advanced scientific and technological achievements, and the realization of high-tech industrialization.

The departments under the people's governments of provinces, autonomous regions and municipalities directly under the Central Government will no longer set up science and technology awards.

Article 4 The amount of provincial science and technology awards shall be determined by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government according to the development of science and technology, economy and society in their respective regions, and the amount of awards shall be strictly controlled.

Civil projects do not belong to the scope of ministerial science and technology awards. The civil projects completed by the units affiliated to the above departments may refer to the provisions of Article 7 of these Measures to recommend provincial science and technology awards.

China People's Liberation Army related science and technology awards can be formulated with reference to these measures.

Other departments in the State Council no longer set up ministerial-level science and technology awards.
