Difference between Intention Disclosure and Tender Announcement
Define variance, time, etc.

1. Definition difference: Intention disclosure is to express the intention or demand of the purchasing unit or the tenderee through public release before purchasing or bidding, so as to attract potential suppliers or bidders to participate. Its purpose is to announce the intention, attract potential participants and prepare for the subsequent formal bidding process. Tender notice is a notice issued in the process of formal procurement or tender, which is used to convey specific procurement or tender information, requirements and procedures to potential suppliers or bidders. Its purpose is to invite qualified participants to participate in the formal bidding process, ensure fair competition and select the best suppliers or contractors.

2. Time lag: Intention disclosure occurs before the formal bidding process, and is carried out in the procurement or bidding planning stage. The tender announcement takes place in the process of formal procurement or bidding, and is released some time before the formal bidding begins.
