The symposium on the rule of law construction of Sichuan-Chongqing people's society was held in Hechuan District. The human resources and social security departments in Sichuan and Chongqing will speed up the legislation of "one card" for social security cards, clarify the rights, obligations, responsibilities and illegal penalties of all parties in the management, issuance, application and use of social security cards, and form a bill on the management of "one card" service for social security cards, which will effectively support the people to enjoy integrated and convenient services.

The human resources and social security departments in Sichuan and Chongqing will carry out the coordinated promotion of the rule of law in human resources and social security in Sichuan and Chongqing around seven key points of reform and innovation, such as "one card" legislation for social security cards, communication and consultation between administrative normative documents and major administrative decisions, coordination of popularizing laws, construction of accurate popularization platform for human resources and social departments, improvement of services in Sichuan and Chongqing, relief of labor security rights and interests in different places, and joint cultivation of the rule of law team, and comprehensively promote all work in the field of human resources and social security from three levels: system design, publicity of popularizing laws and system construction.

In terms of system design, Sichuan and Chongqing will form a "one-card" service management bill for social security cards, introduce communication and consultation methods for normative documents, continue to implement the relief system for labor security rights and interests in different places in the region, and promote the overall improvement of the rule of law in the two places.

The relevant person in charge of the Chongqing Municipal Bureau of Human Resources and Social Security expressed the hope that the legal status of social security cards in Chongqing (Sichuan and Chongqing) will be clarified through the legislation on the management regulations of the "one-card" service of social security cards, and the management mode of the "one-card" service of residents' social security cards will be innovated and improved, and the relevant management system for the "one-card" application of social security cards in Chongqing will be established.
